If satisfied, after communication with British Consuls where necessary, that the goods (1) are for local Asiatic consumption, and (ii) will not be re-exported. In communicating with any consular officer in this sense it should be made clear to him that it is 159 important that he should satisfy himself that the conditions in paragraph (c) will be met, and that if he is unable to do so he should infom this

Government accordingly.

If required by the Superintendent of Imports and Exports, a bond must be given that the conditions in paragraph (c) will be observed.

If shipped by the Asiatic Petroleum Paraffin Wax and Candles. Co. these may be exported to China and Formosa, and if shipped by the Standard Oil Co. they may be exported to China, Japan, and the Philippine Islands, in each case on the same conditions as goods from non-British ports for transhipment in Hongkong.

Tyres and general rubber goods may be allowed to be exported by the Dunlop Rubber Co., Ltd. to Shanghai, Tientsin, and Batavia, under the following conditions:-

The goods must be consigned to the British Consul-General. The Consul-General will endorse the bill of lading only

after he has satisfied himself, by means of a de- claration of the importers or otherwise, that the goods will be consumed locally.
